Electrocution Hazards and Bucket Trucks
People on bucket trucks working on power lines high above ground are a common sight across the nation. However, not quite so visible are employees who put up and take down holiday lights and other seasonal decorations. They are not trained electrical workers; yet, they routinely operate close to energized utility lines typically after darkness has set in.
Employees should be made aware that even low voltage utility drops to residential buildings such as power lines and telephone wires can under numerous circumstances deliver sufficient electrical energy to endanger a person's life. The following are some standard safety guidelines for bucket truck operators who do non-electrical work and are not trained linesmen or electricians.
* If you use equipment that increase your reach, the minimum distance you must maintain from utility lines should be greater than the longest possible extension of the tool.
* Prior to starting a job, check insulation barriers and equipment for wear and tear. Do not work with electrical equipment that is wet, has dirt on it, or shows signs of wear and tear on the insulation.
* Insulate nearby power lines and use approved protective equipment if your work is electrical in nature such as hanging lights or electrical signs.
* Ground workers around the bucket truck must not make physical contact with the truck or any parts of it when it is in use near electrical lines.
* If the work site is near utility lines, enquire with the utility company to see if they can shut the power off or install protective insulation over them.
* Always treat utility lines as being live and do not touch them with your hands.
* All electrical tools and equipment should have the proper rating for the job at hand.
* Check and ensure that the bucket is adequately insulated if you are going to be working around electrical lines.
* You must ensure all your equipment to prevent the creation of accidental paths to ground even if the bucket of the truck is insulated.
* Maintain a distance of at least ten feet from all electrical lines. The rule also applies to all equipment.
OSHA calls for non-electrical employees to maintain a distance of three feet or more from wires that are insulated and energized with than 300 volts of electricity.
However, NIOSH recommends the much more stringent minimum distance of 10 feet for wires carrying voltages less than and up to 50kv regardless of insulation. NIOSH also recommends an additional .4 inches of clearance for every kv above 50.
CFR 1926.550(a)(15)(i) provides safety guidelines for distances between crane & rigged loads and electrical power lines that is more in line with NIOSH's guideline - ten feet or more for electrical lines rated 50 kilovolt or less.
Considering that most overhead power lines are not insulated, the best safety practice is to regard all electrical lines as live and never to get closer than ten feet to any suspended electrical lines.
Electricity is one the hazards that bucket truck workers must deal with while doing their job. To avoid injuries and minimize equipment and property damage bucket truck operator training should be comprehensive and provide workers with safety guidelines on how to deal with all hazardous aspects of their work such as avoidance and protection from falls, vehicle maintenance and work site safety.
